I don’t know why it happened, but after the NFL Draft, the Texans decided to move out a bunch of existing front office personnel in favor of bringing in a number of different front office personnel. My best guess is Houston wanted to keep some continuity and allow the guys who started the journey for this draft to see it to fruition; once it was over, Brian Gaine cleaned house and brought in his guys.

The Texans, with a new General Manager in Brian Gaine, dismissed assistant general manager Jimmy Raye III, director of college scouting Jon Carr, assistant director of college scouting Mike Martin, college scouting coordinator Matt Jansen and college scout Seth Turner after the draft.
To replace the departing employees, Houston hired former Patriots employee James Liipert as their new scouting director and Matt Bazirgan as their new personnel director. Yesterday the Texans brought in a former Bills employee, someone Brian Gaine knows from his time in Buffalo, C.J. Leak, to be their Assistant Director of Pro Scouting.
The Texans are hiring C.J. Leak from the Saints as their assistant director of pro scouting. Leak spent the last 2 seasons with New Orleans. He was a scout with the Bills for 8 seasons.

The Texans are now composed of an entirely different front office. Whatever happens, this is Brian Gaine’s operation now.
